Thomas Hughes

Thomas G. Hughes is a Washington-based consultant to corporations and institutions on strategic issues involving government relations, public affairs and public policy.

He brings to that work more than 25 years experience as a senior executive in the United States Senate where he served as Chief of Staff to the late Senator and Foreign Relations Committee Chairman Claiborne Pell (D-RI). In that role he was the Senator’s principal policy adviser and strategist.

Among his many foreign policy concerns, Senator Pell was a vigorous advocate for an end to martial law and autocratic rule in Taiwan and for the establishment of democracy, independent political parties and free elections in that nation.

Hughes assisted Senator Pell in that work and has remained informed about political developments in Taiwan and relations between Taiwan and the United States. He has at times been engaged by Taiwan’s Ministry of Foreign Affairs as a consultant.

He is also a writer and speaker on a range of subjects, including Congress, its operation and its role in foreign policy. He serves on boards of a number of charitable, religious and educational organizations and advises them on matters involving governance and development. He is a magna cum laude graduate of Boston College, did graduate work at the University of North Carolina at Chapel Hill and studied at the London School of Economics.
