Event Description

The Global Taiwan Institute is pleased to invite you to a book talk with CSBA Senior Fellow and GTI Advisory Board member Dr. Toshi Yoshihara on the second edition of his co-authored book, Red Star Over the Pacific: China’s Rise and the Challenge to US Maritime Strategy (Naval Institute Press, December 15, 2018). The authors are experts on the People’s Liberation Army Navy, China’s maritime strategy, and US naval strategy in the Indo-Pacific region.

Book Description

Using their knowledge of Asia and sea-power theory, combined with naval combat experience and ability to tap Chinese-language sources, Dr. Yoshihara and Mr. Holmes assess how the rise of Chinese sea power will affect US maritime strategy in Asia. The book considers how strategic thought about the sea shapes Beijing’s deliberations. It examines the Chinese navy’s operational concepts, tactics, and capabilities, and appraises China’s missile force. The authors conclude that China now presents a challenge to America’s strategic position in Asia to such a degree that Washington must compete in earnest.

The Authors

Dr. Toshi Yoshihara is a senior fellow at the Center for Strategic and Budgetary Assessments (CSBA). Before joining CSBA, Toshi Yoshihara held the John A. van Beuren Chair of Asia-Pacific Studies at the U.S. Naval War College where he taught strategy for over a decade. He was also an affiliate member of the China Maritime Studies Institute at the war college. Dr. Yoshihara has been a visiting professor of international politics at the Fletcher School of Law and Diplomacy, Tufts University since 2012. He has also taught as a visiting professor at the School of Global Policy and Strategy, University of California, San Diego and as a visiting professor in the Strategy Department at the U.S. Air War College. He has served as a research analyst at the Institute for Foreign Policy Analysis, RAND, and the American Enterprise Institute.

James R. Holmes is the inaugural holder of the J.C. Wylie Chair of Maritime Strategy at the Naval War College and previously served on the faculty of the University of Georgia School of Public and International Affairs. He is also a former US Navy surface warfare officer. He earned a Ph.D. from the Fletcher School of Law and Diplomacy, Tufts University.
