Event Description: 

Please join the Global Taiwan Institute (GTI) and the International Assessment and Strategy Center Council (IASC) for a joint event to discuss “China’s Inroads into Latin America: Implications for Taiwan and US Interests.” In light of the Dominican Republic’s recent decision to establish diplomatic ties with the People’s Republic of China, just as Panama did last year, China is clearly expanding its influence in Latin America. What are the political, economic, security, as well as geopolitical challenges of China’s growing footprint in the region and what do they mean for Taiwan and US interests? As Beijing continues to squeeze Taiwan’s international space, what is China’s strategy towards Latin America and how will it affect Taiwan and the United States? To discuss these issues and more, we are pleased to welcome a keynote address by Congresswoman Ileana Ros-Lehtinen (R-Fl) with a panel of experts: Evan Ellis (U.S. Army War College), Daniel Erikson (Blue Star Strategies, LLC), and Richard D. Fisher (IASC).

Panelists:

Daniel P. Erikson is the Managing Director at Blue Star Strategies, LLC, where he leads the firm’s Latin America practice representing U.S. corporations across Latin America and the Caribbean and Latin American businesses with interests in the United States. He is also a Senior Fellow at the Penn Biden Center for Diplomacy and Global Engagement. Erikson has had an outstanding career as a diplomat in the U.S. State Department and the White House, where he served as special advisor for Western Hemisphere Affairs to Vice President Joseph Biden on national security and economic matters related to Mexico, Canada, Central America, the Caribbean, and South America. In that capacity, Erikson was a key architect of the U.S.-Mexico High-Level Economic Dialogue, U.S.-Caribbean-Central America Energy Summit, and the U.S. strategy for the Northern Triangle of Central America. Before leaving his position in the White House, Erikson assisted in transitioning the new administration and advised Vice President Mike Pence on matters related to Central and South America. Erikson’s past positions in the U.S. State Department include serving as senior advisor for Western Hemisphere Affairs and senior advisor for Congressional and Inter-Governmental Affairs.

Richard D. Fisher, Jr., is a Senior Fellow with the International Assessment and Strategy Center. He has previously worked with the Center for Security Policy, the Jamestown Foundation’s China Brief, the U.S. House of Representatives Republican Policy Committee, and the Heritage Foundation. Mr. Fisher has previously testified on aspects of China’s strategic challenge before the United States Senate, the House of Representatives, and the U.S.-China Economic and Security Review Commission. He is the author of China’s Military Modernization, Building for Regional and Global Reach (Praeger, 2008, Stanford University Press, 2010, Taiwan Ministry of National Defense translation, 2012). His articles have been published in the Jane’s Intelligence Review, Jane’s Defence Weekly, Aviation Week and Space Technology, Armed Forces Journal, Far Eastern Economic Review, Asian Wall Street Journal, Washington Times, Sankei Shimbun, World Airpower Review Journal, and Air Forces Monthly. He received a B.A. (Honors) in 1981 from Eisenhower College.

Evan Ellis, Phd, is a research professor of Latin American Studies at the U.S. Army War College Strategic Studies Institute with a focus on the region’s relationships with China and other non-Western Hemisphere actors. He has published over 100 works, including the following books: China in Latin America: The Whats and Wherefores (2009), The Strategic Dimension of Chinese Engagement with Latin America (2013), and most recently China on the Ground in Latin America (2014). He has presented his work in a broad range of business and government forums in 25 countries and given testimony on Chinese activities in Latin America to the US Congress. He also appears regularly as an expert on Latin America-China relations in the media.

Russell Hsiao (moderator), JD, is the Executive Director of GTI. He previously served as a Senior Research Fellow at the Project 2049 Institute, and he was the National Security Fellow at the Foundation for Defense of Democracies. Prior to those positions, he was the Editor of the China Brief at the Jamestown Foundation from October 2007­ to July 2011, and a Special Associate in the International Cooperation Department at the Taiwan Foundation for Democracy. While in law school, he clerked within the Office of the Chairman at the Federal Communications Commission and the Interagency Trade Enforcement Center at the Office of the U.S. Trade Representative.
