Leo Bosner

Leo Bosner is an emergency management specialist, researcher, author, and lecturer with over 30 years of experience, and a member of the International Association of Emergency Managers (IAEM). From 1979 until his retirement in 2008, Leo served as an emergency management specialist with the Federal Emergency Management Agency (FEMA) in Washington, D.C., where he helped plan and manage responses to incidents such as floods, earthquakes, hurricanes, and a terrorist bombing. During FEMA disaster activations, he served as a planning section chief at FEMA Headquarters, where he was in charge of developing information and reports in support of national disaster response operations. The purpose of Bosner’s GTI project is to: (1) study Taiwan’s emergency management system for dealing with large disasters such as floods, earthquakes, and similar events; (2) identify significant strengths of the system as well as potential gaps; and (3) develop suggestions for further strengthening the system.
