Lawfare as Deterrence in Taiwan Contingencies: Building a Framework for US–Taiwan Cooperation

The Global Taiwan Institute (GTI) is pleased to announce the publication of a new occasional report titled Lawfare as Deterrence in Taiwan Contingencies: Building a Framework for US–Taiwan Cooperation. This report, written by former GTI Visiting Fellow KaiChieh (KJ) Hsu, examines how Taiwan and its democratic partners can use  effective rules of engagement and the provisions of international law to counter the Chinese Communist Party’s (CCP, 中國共產黨) growing use of lawfare and gray-zone coercion.

The report argues that legal warfare should not be understood solely as rhetorical confrontation, but rather as a framework for preserving legitimacy, clarifying response options, and coordinating with democratic partners before a crisis occurs.
