The Global Taiwan Institute (GTI) is pleased to invite you to a conversation with Democratic Progressive Party (DPP) Secretary-General Lin Yu-chang: “Deepening Taiwan’s Democracy in 2024.”

In January 2024, Taiwan achieved a historic milestone with its eighth direct presidential election, handing the DPP an unprecedented third consecutive term with control over the central government. The continuous conduct of free and fair elections on the island not only underscores the resilience of Taiwan’s democracy but also highlights the nation’s ability to thrive amid the intensifying political interference from the People’s Republic of China (PRC). As Taiwan embarks on a new political era, the evolving dynamics offer both new opportunities and challenges for its democratic progress. 

During his visit to the United States, Secretary-General Lin will provide an authoritative perspective of the DPP’s view on the Taiwan’s current political landscape and the dynamics affecting its future developments. Secretary-General Lin brings a wealth of experience and a distinguished career in public service, most recently serving as Taiwan’s minister of the interior from 2023-2024 and mayor of Keelung City from 2014-2022. Join us for an in-depth conversation that will delve into Taiwan’s ongoing efforts to strengthen its democracy, with a focus on its resilience and adaptability, which have made Taiwan a model democracy in the region.

The Speaker:

Lin Yu-chang (林右昌) has been the secretary-general of the Democratic Progressive Party since June 2024. Previously, he served as the minister of the interior from January 2023 to May 2024, mayor of Keelung City from December 2014 to December 2022, and the acting chairman of the Democratic Progressive Party from November 2018 to January 2019. He received a master’s degree in building and planning from the National Taiwan University.

The Moderator:

Russell Hsiao is the executive director of GTI, senior fellow at The Jamestown Foundation, and adjunct fellow at Pacific Forum. He is a former Penn Kemble fellow at the National Endowment for Democracy and visiting scholar at the University of Tokyo’s Institute for Advanced Studies on Asia. He previously served as a senior research fellow at The Project 2049 Institute and national security fellow at the Foundation for Defense of Democracies. Prior to those positions he was the editor of China Brief at The Jamestown Foundation from October 2007- to July 2011 and a special associate in the International Cooperation Department at the Taiwan Foundation for Democracy. While in law school, he clerked within the Office of the Chairman at the Federal Communications Commission and the Interagency Trade Enforcement Center at the Office of the U.S. Trade Representative. Mr. Hsiao received his J.D. and certificate from the Law and Technology Institute at the Catholic University of America’s Columbus School of Law where he served as the editor-in-chief of the Catholic University’s Journal of Law and Technology. He received a B.A. in international studies from the American University’s School of International Service and the University Honors Program.
