Phoebe Pham is a MOFA Taiwan Scholar at the Institute of National Defense and Security
Research, where she examines energy security and resilience in the Indo-Pacific.
She previously worked at Lawrence Livermore National Laboratory’s Center for Global Security
Research, focusing on weapons sustainment and modernization, and at the RAND Corporation,
where she co-authored various studies for U.S. defense stakeholders. Her research spans Chinese
military strategy, defense industrial capacity, Indo-Pacific security dynamics, and emerging
operational concepts.
Phoebe is an alumna of UC Berkeley’s Nuclear Policy Working Group and a Foreign Policy for
America Fellow. Recognized as a MOFA Taiwan Fellow, Luce Finalist, Fulbright Taiwan
Finalist, and Matsui Fellow by the Institute of Governmental Studies, she is committed to
advancing rigorous, forward-looking approaches to U.S. leadership in complex global security
environments.
She holds dual B.A. degrees in Political Science and Legal Studies from the University of
California, Berkeley, and an M.A. in National Security from the RAND School of Public Policy.
She speaks Japanese, Indonesian, and Mandarin.
