Vince retired from active-duty service in June 2021. He served the Navy as a Submarine Warfare and Foreign Area Officer. Through consecutive navy and joint assignments, Vince acquired in depth knowledge and insight on Indo-Pacific defense policy and national strategy with a particular focus on China, Taiwan, and cross-strait issues. For ten consecutive years, Vince managed aspects of US – China security relations and US – Taiwan defense cooperation at the highest echelon for the United States Navy and the Department of Defense (2011 – 2021).
